<title>Senators to petition Supreme Court to release records</title>

<p><em>Villore</em> - Twenty-three Sinq Laison <a href="http://wiki.eveonline.com/en/wiki/Senate">senators</a>, all from <a href="http://wiki.eveonline.com/en/wiki/Minmatar">Minmatar</a>-majority districts within Essence and Sinq Laison, intend to petition the <a href="http://wiki.eveonline.com/en/wiki/Supreme Court">Supreme Court</a> for the release of transcripts and holorecordings made of last month's oral arguments in <em>Odenjorn vs. <a href="http://wiki.eveonline.com/en/wiki/Center for Advanced Studies">Center for Advanced Studies</a></em>.<br /><br />"We believe the Court was well within its scope of authority when it decided not to broadcast the arguments in real time," said Senator Traude Bonailles, chair of the coalition. "But its withholding records of the proceedings for this long is not only unprecedented for a civil case, but also unconscionable in light of the extraordinary restrictions it has imposed on media coverage of the hearing."<br /><br />Dr. Auzue Estisen, author of the <a href="http://wiki.eveonline.com/en/wiki/University of Caille">University of Caille's</a> amicus brief on behalf of the Center of Advanced Studies, spoke in favor of the coalition's efforts. "I do not fault the Supreme Court for its caution, but would advise the Court that the longer it deliberates in silence about this matter, the more likely it is that the public will see conspiracies where there are only coincidences."<br /><br />Coincidence is what Supreme Court Principal Clerk Ilcke Malenyn has called the circumstances that resulted in only one media outlet's being permitted to cover the hearing. "Did the Court impose extraordinary restrictions? No. When a hearing requires seating a large number of counsel and support personnel, it is standard Court policy to place press seating on reserve hold. That seating is released to the press by the Media Office on a first-request basis up until the close of the business day immediately before the hearing. In this case, reporters from <em>Iskonalni Fedet</em> were the only ones who followed standard procedure."<br /><br /><em>Iskonalni Fedet</em> is the <a href="http://wiki.eveonline.com/en/wiki/Gallente">Federation</a>-oriented news feed of the <a href="http://wiki.eveonline.com/en/wiki/Krusual">Krusual Tribe's</a> public relations division. To date, none of the reporters who attended the <em>Odenjorn vs. Center for Advanced Studies</em> hearing have posted stories about the proceedings. <br /><br />"The deliberations aren't of interest to our audience," said Joc&eacute;l&egrave;n Cixane, the Krusual Tribe's Chief Liaison for Federation Public Relations. "We are more interested in the outcome." The Krusual have already rejected multiple requests to release those reporters' notes, an action which is believed to have precipitated the Senators' seeking to petition the Supreme Court for this information.</p>

The report indicates that secret advisory boards consisting of priests,  philosophers and theologians have been instrumental in <a href="http://wiki.eveonline.com/en/wiki/Kor-Azor Family">Kor-Azor Family</a> decisions. Critics are saying that this infringes on traditional rights  of insight and involvement for house vassals, and potentially violating  structures of <a href="http://wiki.eveonline.com/en/wiki/Government of the Amarr Empire">imperial government </a>which have been in place for nearly  <a href="http://wiki.eveonline.com/en/wiki/Moral Reforms">one and a half millennium</a>.<br /><br />The report details a house initiative  for divine guidance and spiritual direction which has led to the  foundation of a number of theological think-tanks, which have secretly  been used by house leadership as advisory groups on policies and  decisions for nearly four years. <p><em>Ethernity</em> - The <a href="http://wiki.eveonline.com/en/wiki/Black Eagles">Black Eagles</a> have released a public statement declaring their detention of famous singer-songwriter Jolee Hanvyner for "conspiracy and collaboration", after launching a large-scale raid of an orbital mega-arena around Ethernity VII last week.</p>
<p>During the raid, the thousands of concertgoers were flushed out by countless Black Eagle soldiers. No deaths and only minor injuries were reported, as the mega-arena's safety protocols kicked in, which prevented crushing through stampeding. The SDII reportedly used only less-than-lethal weaponry in what many are calling a "spectacular and completely over-the-top raid".</p>
<p>According to the statement, Hanvyner has been in Black Eagles' custody since the raid and is being kept for questioning in relation to the charges. What evidence the Eagles have for the conspiracy and collaboration, as well as details of who she was supposedly involved with, have yet to be released. Questions directed to the Black Eagles about these ommissions from the release have yet to be answered.</p>]]></description>

<title>Teenage hackers arrested for altering space colony's atmosphere with crystal egg variant</title>

<p><em>Unel</em> - A teenage hacker duo have been arrested by local police for altering the atmosphere of urban-tropical space colony Enact's Eight with a variant of crystal egg, a popular feel-good booster. The case was thrown to the media foreground after being labeled by several channels as one of the most bizarre stories this year.<br /><br />The teenagers, who can not be named for legal reasons, were able to disable the drone security systems protecting the flora responsible for breathable air generation. It is believed they injected large quantities of a liquified variant of crystal egg into irrigated soil, and hacked into life support monitoring to prevent any atmospheric imbalances from being detected. Within an hour, thousands of citizens across the colony started exhibiting the symptoms associated with crystal egg use. Several infants were briefly hospitalized by the incident, but no deaths or severe reactions were reported.<br /><br />Public testimonies from the teenagers reveal that the duo were attempting to "relieve the tensions" felt amongst Enact's Eight given their proximity to the <a href="http://wiki.eveonline.com/en/wiki/Caldari">Caldari</a> border. Although infrequent border raids by State forces have not touched Enact's Eight, there is still significant unease amongst the colony. Nonetheless, both individuals were arrested and tried for sabotage. The pair were briefly detained by the FIO's <a href="http://wiki.eveonline.com/en/wiki/Black Eagles">Black Eagles</a> after rumors circulated about possible Caldari involvement, but were released after only a few hours following a popular backlash over GalNet.<br /><br />In terms of the actual effects on the citizens of the colony, it is known that vehicle traffic slowed down once the narcotic had entered the air supply, but no accidents were reported. Many of the citizens appreciated the gesture.<br /><br />"All things considered, it was actually quite nice," said one citizen, "I decided to head to the beach, where everyone was far more sociable than usual. Things were a bit hazy, but overall, I think most of us appreciated being able to feel languid for a few hours."<br /><br />There is an unconfirmed rumor that citizens considered not pressing charges against the duo due to being under the influence of the narcotic. The colony's governor, however, took the matter far more seriously.<br /><br />"Luckily for the perpetrators, no individual was killed from their irresponsible and malicious act. This is frankly an embarrassment for Enact's Eight, and I expect all of us to ensure that our society does not encourage such reckless behavior in future."<br /><br />The trial is currently underway. It is expected both teenagers will be sentenced to three years of compulsory education in addition to their current commitment, a common form of youth criminal rehabilitation in the <a href="http://wiki.eveonline.com/en/wiki/Gallente">Federation</a>. It is reported that the colony are negotiating with <a href="http://wiki.eveonline.com/en/wiki/Chemal Tech">Chemal Tech</a> for upgrading their electronic security infrastructure.</p>

<p><em>Malkalen</em> - <a href="http://wiki.eveonline.com/en/wiki/Ishukone_Corporation">Ishukone</a> CEO Mens Reppola has launched a public attack against the administration of State Executor <a href="http://wiki.eveonline.com/en/wiki/Tibus_Heth">Tibus Heth</a> for allowing ground fighting to erupt on the homeworld of the <a href="http://wiki.eveonline.com/en/wiki/Intaki">Intaki</a>, a major Federation member. Previously the only world in the contestable regions to have been completely excluded from planetside fighting, clashes between <a href="http://wiki.eveonline.com/en/wiki/Gallente">Federation</a> and <a href="http://wiki.eveonline.com/en/wiki/Caldari">Caldari</a> forces have erupted with absolutely no signs of abating.<br /><br />"As per the stipulations of the very <a href="http://wiki.eveonline.com/en/wiki/Blind_Auction_%28Chronicle%29">blind auction</a> that the honored Executor Heth ran over three years ago," stated CEO Reppola, "the Ishukone Corporation holds exclusive developmental rights to the Intaki system. It was agreed that the <a href="http://wiki.eveonline.com/en/wiki/Caldari_Navy">Caldari Navy</a> and all other State bodies, corporate or military, would respect our  authority and would not deviate from their assigned patrol points in the  system. Their continued actions on Intaki is negatively impacting our future developmental plans."<br /><br />The <a href="http://wiki.eveonline.com/en/wiki/Year_YC111">YC111</a> blind auction ran by the <a href="http://wiki.eveonline.com/en/wiki/Caldari_Providence_Directorate">Caldari Providence Directorate</a> took place following the wholesale conquest of contestable Federation space that year, where the eight megacorporations bid for Gallente systems for their exclusive developmental control. An effective annexation by the Caldari State despite neither the Federation nor <a href="http://wiki.eveonline.com/en/wiki/CONCORD">CONCORD</a> recognizing it as such, the megacorporations claimed ownership over all personnel, property, and resources in their respective fiefdoms. Local governments in the annexed areas were replaced, though this practice has since ceased in the wake of increased belligerence from the Federation both in space and on the ground. So long as the Caldari Navy and <a href="http://wiki.eveonline.com/en/wiki/State_Protectorate">State Protectorate</a> controled the system, all parties in the State would honor the rights of each successful megacorporate bidder and their won territories.<br /><br />Despite Ishukone's poor financial state at the time, the Liberal-aligned corporation only bid on the system of Intaki, which was considered to have the least value due to its relative lack of material wealth and vast native population. No questions were answered regarding where Ishukone acquired the capital to make the successful bid. Instead of annexing the system, Ishukone entered talks with the local Intaki Assembly government along with <a href="http://wiki.eveonline.com/en/wiki/Mordu%27s_Legion">Mordu's Legion</a>, agreeing to assume control of the Shipping &amp; Security franchise. The Ishukone Agreement, as it became known, is recognized by Federal law and remains in place to this day. Regardless of the system's military control, both Gallente and Caldari military forces would respect the agreement, the former as per Federal Law and the latter as a stipulation of the blind auction.<br /><br />Military operations on the Intaki homeworld potentially violates the tenets of the blind auction and Ishukone's State-recognized rights over the system, who have never granted the Caldari Navy the authority to launch a planetside assault. There are sporadic reports of Mordu's Legion fighting on behalf of Intaki forces, but no official party has stepped forward to confirm this. Ishukone vessels have not deviated from their original areas of authority, indicating that the Caldari corporation will not go as far to violate both local and State agreements in its discontent with current events.</p>

<title>Rock concert raided by Black Eagle forces</title>

<p><em>Ethernity</em> - The  <a href="http://wiki.eveonline.com/en/wiki/Federal_Intelligence_Office">FIO</a>'s Special Department of Internal Investigations and Federal Security, better known as the <a href="http://wiki.eveonline.com/en/wiki/Black_Eagles">Black Eagles</a>, have raided a concert in the Ethernity solar system. Camera drones showed Black Eagle warships visible surrounding an orbital mega-arena, with several troop shuttles latched onto the polyglas dome.<br /><br />Live feeds from the concert goers' personal devices within the dome revealed Black Eagle troopers descending into the arena accompanied by swarms of anti-personnel drones. Video and sound quality was poor, obscured by what appears to be smoke, revealing very little as to who was performing and what exactly was occurring. The live feeds cut out after less than a minute, presumably due to jamming by the Black Eagles.</p>
<p>After the raid, the Black Eagles confiscated recording devices from concert goers and shut down the event. No statement from either the Black Eagles or the arena owners has been forthcoming.</p>]]></description>

<p><em>Parts</em> - This week, the Federation Supreme Court will hear oral arguments in <em>Odenjorn vs. Center of Advanced Studies</em>, a case that questions the interpretation and consideration of race in university administrative practices. <br /><br />This is the first in what many court observers believe may be a number of challenges to <em>Rislander vs. University of Caille</em>. This landmark YC105 case is best known for affirming that the Minmatar assistance laws put in place during the Minmatar Rebellion apply to modern immigrants. It is also responsible for codifying the current race-blind Federation definition of "Minmatar".<br /><br />Saerkidi Odenjorn, a Brutor immigrant, is charging that the Federation's considering all those of Minmatar origin as one race facilitates rampant discrimination by CAS's Office of Minority Affairs. Her suit alleges that CAS's Minority Affairs officers, all Sebiestor, exclusively favor Sebiestor applicants for Minmatar-reserved technical scholarship offerings, internship programs and undergraduate research.<br /><br />Ms. Odenjorn, a neuroelectrical systems engineer, graduated first in her class of 430,000, an academic feat achieved despite working two sanitation custodian jobs. She is currently unable to find work in her chosen field, a situation she attributes to having been "shut out" of the opportunities afforded Minmatar engineering and technical science students at CAS. "At one point," she told reporters at a recent media briefing, "I was advised to 'go change your major to communications, public policy, or Minmatar Studies'. No offense meant to you, my counsel, or academicians like the esteemed Professor Sighruss, but I don't want to give press conferences for a living." <br /><br />While the Center of Advanced Studies has issued no formal statement concerning the case, its Office of Minority Affairs personnel have not been silent.<br /><br />"Ms. Odenjorn is deliberately making a wormhole out of a statistical anomaly," Senior Minority Affairs Officer Andrur Hlaegil told viewers of last night's <em>Scope Legal Day</em>. "And why? It suits her personal agenda; the belief that minority uplift programs should be open solely to the academic elite. We at CAS disagree. While we value brilliant, independent thinkers - some of our graduates have designed things that have changed the face of the cluster - we also look at other factors when determining who to admit to our programs."<br /><br />When asked about the particular reasons for Ms. Odenjorn's not being awarded financial assistance or other opportunities during her time at CAS, Dr. Hlaegil replied, "I don't know. Maybe she isn't a team player."</p>

<p><em>Parts</em> - This week, the Federation Supreme Court will hear oral arguments in <em>Odenjorn vs. Center of Advanced Studies</em>, a case that questions the interpretation and consideration of race in university administrative practices. <br /><br />This is the first in what many court observers believe may be a number of challenges to <em>Rislander vs. University of Caille</em>. This landmark YC105 case is best known for affirming that the Minmatar assistance laws put in place during the Minmatar Rebellion apply to modern immigrants. It is also responsible for codifying the current race-blind Federation definition of "Minmatar".<br /><br />Saerkidi Odenjorn, a Brutor immigrant, is charging that the Federation's considering all those of Minmatar origin as one race facilitates rampant discrimination by CAS's Office of Minority Affairs. Her suit alleges that CAS's Minority Affairs officers, all Sebiestor, exclusively favor Sebiestor applicants for Minmatar-reserved technical scholarship offerings, internship programs and undergraduate research.<br /><br />Ms. Odenjorn, a neuroelectrical systems engineer, graduated first in her class of 430,000, an academic feat achieved despite working two sanitation custodian jobs. She is currently unable to find work in her chosen field, a situation she attributes to having been "shut out" of the opportunities afforded Minmatar engineering and technical science students at CAS. "At one point," she told reporters at a recent media briefing, "I was advised to 'go change your major to communications, public policy, or Minmatar Studies'. No offense meant to you, my counsel, or academicians like the esteemed Professor Sighruss, but I don't want to give press conferences for a living." <br /><br />While the Center of Advanced Studies has issued no formal statement concerning the case, its Office of Minority Affairs personnel have not been silent.<br /><br />"Ms. Odenjorn is deliberately making a wormhole out of a statistical anomaly," Senior Minority Affairs Officer Andrur Hlaegil told viewers of last night's <em>Scope Legal Day</em>. "And why? It suits her personal agenda; the belief that minority uplift programs should be open solely to the academic elite. We at CAS disagree. While we value brilliant, independent thinkers - some of our graduates have designed things that have changed the face of the cluster - we also look at other factors when determining who to admit to our programs."<br /><br />When asked about the particular reasons for Ms. Odenjorn's not being awarded financial assistance or other opportunities during her time at CAS, Dr. Hlaegil replied, "I don't know. Maybe she isn't a team player."</p>

<title>New booster circulating amongst Federation ground forces</title>

<p><strong>Algogille</strong> - Leaked reports from <a href="http://wiki.eveonline.com/en/wiki/Gallente_Federation">Federation</a> military personnel bureaus have cropped up regarding a new booster called &lsquo;Talon' which has been circulating amongst ground battalions.<br /><br />Talon reportedly enhances physical performance and aggression at the cost of cognitive function and has a high addiction rate. Federation company commanders across <a href="http://wiki.eveonline.com/en/wiki/Black_Rise">Black Rise</a> and Placid have been lured into purchasing the drug for their units in the face of high rates of low morale and desertion, with Talon reducing fear and hesitation amongst soldiers. However, this has come at the cost of increased violence against local <a href="http://wiki.eveonline.com/en/wiki/Caldari">Caldari</a> civilians, something that <a href="http://wiki.eveonline.com/en/wiki/Jacus_Roden">President Roden</a> is reportedly "very concerned" about.<br /><br />Reports show that Federal military recruiters are failing to properly reject large volumes of recruits who fail to meet the high moral and character standards required of Gallente soldiers. Criminal records, previously an automatic disqualification from eligibility, are being overlooked due to personnel requirements being at an all-time high. As a result, many soldiers are failing to cope with the pressures of the frontline battlefield, forcing commanders to take extreme measures in maintaining unit cohesion and morale.<br /><br />"This is a huge problem." said a military analyst with <a href="http://wiki.eveonline.com/en/wiki/The_Scope">the Scope</a>, "The current Federation administration under President Roden has been following the typical Gallente hearts-and-minds approach, especially with the Caldari exile communities found all across Black Rise. But if Federal soldiers are just as brutish as the Provists, how will these civilians be won over?"<br /><br />Despite the potential gains in military effectiveness, Federation military command is expected to step in to curb proliferation of the drug.</p>

<title>Ardishapur Family criticizes Imperial educational standards</title>

<p><strong>Ardishapur Prime</strong> - Derak Tanar, the chief educational chancellor for the <a href="http://wiki.eveonline.com/en/wiki/Ardishapur_Family">Ardishapur Family</a>, today spoke out about what he called "the continual decline of higher education among commoners" in the <a href="http://wiki.eveonline.com/en/wiki/Amarr_Empire">Amarr Empire</a>. The subject, which has apparently been a sore spot for the Ardishapur Family for several years, has long flown under the radar for many in the Empire's upper echelons and capsuleers, who are able to afford private tutors and attend prestigious academies such as <a href="http://wiki.eveonline.com/en/wiki/Hedion_University">Hedion University</a> and the <a href="http://wiki.eveonline.com/en/wiki/Royal_Amarr_Institute">Royal Amarr Institute</a>. However, according to Tanar, "the Ardishapur Family has been monitoring the situation extensively for quite some time" and "the results are alarming, particularly as it relates to the competency of our civil service."<br /><br />Chief among the issues the Family has with the Imperial education is its curriculum and testing for admittance to the <a href="http://wiki.eveonline.com/en/wiki/Amarr_Civil_Service">Amarr Civil Service</a>. Tanar reports, "<a href="http://wiki.eveonline.com/en/wiki/Yonis_Ardishapur">Lord Ardishapur</a> has found many of the officials in the ACS are woefully undertrained for their positions, often lacking basic skills and knowledge to handle their duties properly. It is an embarrassment to the Empire and leads to waste, corruption, and inefficiency."<br /><br />Whispers from the Imperial court have indicated that Empress <a href="http://wiki.eveonline.com/en/wiki/Jamyl_I">Jamyl I</a> had acknowledged the issue several months after her coronation and had formed a committee to refine the current educational standards. According to one official, the Empress approved a set of guidelines for use over a year ago. Tanar claimed otherwise, saying, "Nothing has come from the Imperial court on this matter for many months. Any guidelines they have are strictly in the planning phase and have not been approved for implementation."<br /><br />Batehran Kemdiya, the chief archivist for the ACS and its representative on the <a href="http://wiki.eveonline.com/en/wiki/Privy_Council">Privy Council</a>, released a brief statement on the matter, saying, "While keeping the educational standards of the Empire high is important, the stability of the Empire and protecting its borders is paramount. With the Empyrean War and expansion of fighting on planets, the court simply has to prioritize. Frankly, the Amarr Civil Service selection criteria has been growing stricter over the past several years as it is."<br /><br />Such sentiments do not sway Tanar, however. "Why do they fight for the Empire's future if we are content to squander it with incompetence? Lord Ardishapur will not stand for it. If the Imperial court cannot come up with their own plans, he will implement his own." <br /><br />According to rumors, Yonis Ardishapur has already formed an educational committee of his own to formulate a new curriculum. This committee, which apparently includes the outspoken Tanar, also consists of a representative from the Amarr Civil Service, several other Imperial educators, and is headed by the Heir himself.</p>]]></description>
