Over the following days, we will present a brief overview of the current state of affairs. It must be noted that the brevity of this reportage is due partly to how new these advances are - The Scope always strives to be first  - and partly because of the cloud of secrecy that overhangs them. There has been an intensification of high-level interest in the great factional wars, and it is believed, though not yet proven, that these scientific advances are due at least in part to the efforts of those political forces. It will not come as any surprise to our readers that all questions related, if even tangentially, to these forces and their effects on the war efforts are met with muted silence.

It must also be noted that the various entities responsible for these advances have remained extremely reticent to comment on any part of the process. This applies not only to those directly involved - scientists known to be working on related projects, educational and research institutions whose charters explicitly involve the fields in question, and so on - but also those believed to be indirectly involved, including the members and commanding officers of any scouting or expeditionary forces whose missions clearly have brought back more than anyone expected. Even when questioned about a tangential matter - such as rumors of a drug (reputedly codenamed "Inferno") whose functions have supposedly had a direct effect on the status of recent scientific advancements - there is near-total silence.

Nonetheless, we believe we have uncovered more than enough information to present a fair and balanced look at both sides of these new technological advancements. Their upsides, as our readers might expect from any new advancement in science, are numerous and apply to both the lowest rungs of earthbound societies and the upper echelons of capsuleerdom. Their downsides, however, are equally notable, not merely for the direct effect they have on certain parts of human society, animals and the environment in New Eden, but also for the damage they may be doing to progress in other fields - xenobiology, archaelogy, history and various social sciences.

Red Vs. Blue is dedicated to maintaining a non-political atmosphere with no entry requirements for interested capsuleers, and is widely considered to be one of the most efficient ways for aspiring pilots to gain combat experience.  These policies, along with their relatively free-for-all system based largely on smaller and inexpensive vessels have seen increasing numbers of capsuleers joining.

Further fighting in Delve this month saw the Goonswarm Federation alliance capture several more stations, taking five from Brick Squad. Morsus Mihi and Brick Squad seem to be drawing their attempt to take hold of parts of Delve to a close, with their activity in the region being far lower than in previous months. Goonswarm scored 1,790 kills through the month, with Delve seeing 15,272 capsuleer vessel losses. Whilst lower than previous months, this level is high in comparison to the average of the past few years.

One notable event this month was a declaration of war by TEST Alliance against the capsuleer Chribba, whose corporation owned an outpost in the 9UY4-H solar system in the Providence region. Whilst several capsuleer organisations friendly to Chribba stated their displeasure at this move, no substantial defence of the system was made with only 422 ships being destroyed in the system during November, not all that much higher than the monthly average for January to October this year of 264. The outpost was successfully captured by TEST Alliance in the early hours of the 23^rd of the Month, 13 days after the initial declaration.

Whilst the majority of ship losses in null security space are to other capsuleers, substantial numbers of losses are to non-capsuleer pilots such as the Guristas and other pirate factions. The variation in the ratio of losses to capsuleers to non capsuleers is substantial. The top five and bottom five null security regions in terms of this ratio are:

So whilst for every loss to non-capsuleers in Tribute there were 32.91 losses to capsuleers, Malpais seems comparatively safe.

August saw a large number of the alliances that make up the Drone Region Forces (DRF) coalition launch an assault on the Against All Authorities (AAA) alliance homeland of Catch. The key systems of HED-GP and GE-8JV have fallen to the DRF, with fighting causing a colossal 19,420 capsuleer vessels and structures to be destroyed by other capsuleers in Catch this month.

This level of fighting is the highest seen in the Catch region since CONCORD records began in late YC109, even though Catch is one of the most actively hostile regions in new eden with over nine thousand losses per month on average. Of the 19,420 losses, 2,329 were battleships, 1,429 were battlecruisers and 6,701 were capsules, creating what was certainly a profitable month for the cloning industry.

This new conflict has drawn some focus away from the ongoing fighting in Delve, which again saw some fierce fighting. This high level of conflict has now lasted for three months and resulted in 13,446 capsuleer losses this month. Whilst lower than the last two months this is still more than double the historical average of around 6,000. The main participants were again the Morsus Mihi and Brick Squad alliances, though the Evoke alliance has also joined the conflict, destroying 2,632 ships for 1,327 losses this month in Delve.

Many systems within EVE are notoriously dangerous, so this month CONCORD has decided to release information on which null security systems have seen the largest numbers of losses since January of YC110. The top five systems were as follows:

All of these systems share their position as being a null security entry point from empire space, acting as a choke point which capsuleers have to move through in order to get to less hostile areas of lawless space. The largest chokepoints of the north and south, EC-P8R and HED-GP were surprisingly only separated by eleven ship losses.

This month saw elements of the DRF, primarily NC., Pandemic Legion and Raiden launch an attack on the Goonswarm Federation home region, Deklein. The primary goal is believed to have been to acquire a grasp on as many technetium rich moons as possible due to their immense income potential. The initial launch of the campaign saw limited success; however the attackers were rapidly repelled. This conflict saw Deklein increase in terms of numbers of vessels destroyed from 4,529 in June to 8,390 in July.

More capsuleer alliances have been moving to the Delve region, where a great deal of instability has created an almost "free for all" style situation, with 16,168 capsuleer vessels being destroyed this month. The two largest participants in this were the allies Morsus Mihi and Brick Squad, with Morsus Mihi destroying 3,896 vessels and losing 3,057 and Brick Squad destroying 2,369 and losing 2,265. 71 territorial claim units were also destroyed, indicating substantial territorial disputes.

This month DED has declassified the names of the ten alliances who struck the most final blows against capsuleer vessels from the beginning of Y110 to the end of this month. For the purpose of this report they excluded any losses of shuttles, capsules or rookie vessels. They are as follows;

This month saw a colossal swing in the balance of power within the null security regions, with the group of alliances known as the "Northern Coalition" (NC) almost entirely losing their grasp over their holdings of several years. This sudden collapse has taken place after months of warring with the DRF (Drone Region Forces) coalition, resulting in the regions of Tribute, Branch and Tenal changing hands.

The focal point of this collapse was Tribute, which as the home of the Northern Coalition's largest alliance, Morsus Mihi, was long considered its capital region. With Tribute now firmly in the hands of DRF allies and the alliances of the NC on the move to other areas of new eden, this marks the close of this campaign.

Several of the displaced alliances have moved to a new area of operations, the former IT Alliance homeland of Delve. Whilst this conflict only seems to be getting started, CONCORD has registered a substantial increase in the number of capsuleer-piloted vessels being destroyed there. In total, 14,974 vessels are registered as being lost in Delve during June compared to only 6,081 in May and an average of 5,061 per month from Jan 1^st to May 31^st.

A new initiative by DED with these reports will be to report on a different statistic deemed to be of potential interest to capsuleers each month. This month, we have investigated which regions have seen the most losses on average each month since the current system of vessel loss registration began in late YC109.

Only a day after giving his interview to The Scope, former Zainou employee Hilen Tukoss issued a communication to the Intergalactic Summit. Titled Arek'Jaalan, the release notified the capsuleer community of his intent to establish two communications networks:

"I'd like to establish a series of communication networks to enable a greater flow of information between various capsuleer individuals and organizations. This network serves the specific purpose of unifying capsuleers with an interest in researching and discussing Sleeper technology and history, Talocan technology and history, Wormhole Space exploration and archiving, as well as any matters that relate to those."

For his actions so far, including this latest offer, Tukoss has been met with some strong responses from the small subset of the capsuleer community that frequents the Summit. Despite the well-wishers and offers of support, Tukoss' release was quickly followed up by two others of a decidedly more antagonistic nature.

Lai Dai partner Lai Dai Infinity Systems (LDIS) issued a call for capsuleer sanctions against Eifyr & Co. products. Although this cause is unlikely to garner widespread support without increased publicity and pressure, the communication is understood to have rattled some Eifyr & Co. employees and investors nonetheless.

"A widespread capsuleer boycott on Eifyr & Co. products is the absolute nightmare scenario. Eifyr depends to a significant extent on capsuleer income to sustain their other projects," said a senior consultant with Irukemi Financing, a hedge fund that specializes in biotech products across the empires.

In addition to calling for a boycott of Eifyr & Co. products, LDIS CEO Dex Nederland also advised against participation in the Arek'Jaalan project. 

"All State loyal corporations and capsuleers should minimize their trade in and use of Eifyr and Co. products and avoid supporting the Arek'Jaalan project."

Despite these actions, LDIS has not yet promoted the idea that capsuleers should actively work against Tukoss or his followers, although their press release arguably set the stage for more violent condemnations.

In another conversation on the Intergalactic Summit, capsuleer Vikarion of the State Trade Consortium offered a 750m ISK bounty for the permanent death of Tukoss, and double that for his successful capture and return to Ishukone for trial under State and Corporate laws. Vikarion offered the following rationale in the same communication:

"Hilen Tukoss-hnolku had many options besides treason. He could have moved to another corporation. He might have appealed to higher authorities. He could have asked any Caldari loyalist for employment or funding. I personally would have been happy to contribute billions towards pure research, which is what he claims to want. And yet, he chose instead to spit in the face of his country and aid its enemies."

Both the LDIS boycott and bounty contracts are expected to reach limited numbers of capsuleers, but that has done little to assuage the fears of some.

"So far, Tukoss has probably only reached a few hundred capsuleers at most," said one participant in the Arek'Jaalan project, "with even less actually getting directly involved in the sharing of research and information. He will have to raise that number significantly if he really wants to affect the sort of changes he speaks about. At this early stage, any kind of well-organized resistance could slow that task down considerably, or even kill interest in it entirely."

Given his recent actions it would appear that Tukoss is trying to build a capsuleer coalition; an understandable goal for someone who has made as many enemies as he has. Yet in addition to that overarching problem, it seems Tukoss now must also fight for attention and goodwill in the few public arenas open to him, such as the Intergalactic Summit.

If the varied, and at times violent, capsuleer reactions are any indication then the honeymoon of positive attention and PR for Eifyr & Co. is waning, and the reality of increased tensions is making itself hard to ignore.

It's after 9pm when I arrive at my destination in Metropolis. I'm surprised to have found a direct shuttle out to Eram so late, but the captain tells me all of the crews with Eifyr & Co. docking licenses are pulling extra hours. Business has picked up, he says.

This would be because only a short while ago, one of Zainou's scientists, a man by the name of Hilen Tukoss, decided to load up a Charon freighter with a lifetime's worth of research and disappear to the other side of the State-Republic border with it. Tukoss' freighter (he calls it the Arek'jaalan) had more than just scientific documents and materials, however. Also aboard was his entire research team.

This much The Scope has learned from other reports, and although they remain unconfirmed, I quickly learn that the rumors are true when I arrive at his personal quarters.

Inside I am met by Tukoss and at least ten other people; a Deteis, some Civire and Achura. They smile as I enter, but then quickly return to the work laid out before them on dozens of monitors that fill the room. Each screen shows the view of a Charon from a different angle.

Without a word, Tukoss walks me past the monitors to the hangar balcony. Staring out I can start to see the whole picture. A Charon is being slowly and carefully gutted, and then rebuilt from the inside out. Hundreds of people are crawling over the hull like insects as they weave in and out of view. Working calmly and yet with a great sense of purpose, I can see them directing teams of M-TACs, and overseeing countless nanoassembly arrays as they tear something down, or build something new.

One might expect to see a Zainou scientist installing research facilities and reconfiguring the majestic grey expanse before me into some kind of scientific forward operating base. I certainly expect to see as much.

Instead, however, I see a lake being slowly filled with water. Soil and plants being laid. Homes, distinctly Caldari, slowly taking form in a ring around the water. It all looks like a small Caldari suburb, except it's inside a Charon.

Not a word has been said, but Tukoss seems to have already answered a few of the lingering questions. He's come here with others, clearly, and from the way they are building homes as if they have been planning it all their lives, they intend to stay.

Walking back into the quarters, we take a seat to begin the interview. Tukoss speaks freely the whole time, despite any number of individuals coming and going through the area. It seems anything Tukoss has to say to me, he is comfortable sharing with whoever else has chosen to follow him. Perhaps it is an intentional divorce from the management style he left behind, but then, there are more important questions to ask. I begin with the obvious.

Why did he leave?

"I came here due to a disagreement," Tukoss begins to explain. "Zainou's research efforts in certain areas have become exclusively focused on applied science."

I ask Tukoss why he has such a disregard for applied science. I can tell from the way everyone present in the room turns to watch for his answer that it's one of those questions you never ask the boss, if Tukoss can even be called that.

"Because it's a meaningless term. To understand why, you have to take a wider perspective. Applied science? All science can be applied, eventually."

More important, he adds, is that the increasing focus on "commodification and weaponization" constitutes a threat to "the sense of discovery that lies at the core of science."

Reluctant to focus on anything specific in his railings against a vaguely-defined "scientific community," Tukoss almost seems unsure himself why he came here, or at least unwilling to revisit the issue. Perhaps he is just waiting for the right tactical moment to spill the sordid details, but from the way the subject strains the atmosphere, it feels closer to a victim's reluctance to revisit the trauma.

It is hard to tell exactly where the Deteis scientist is going. Perhaps he is even playing it all as it comes, but then his next steps seem as carefully organized as the procession of scientists behind us.

"First, we have to lay foundations," he says, gesturing back over to the Charon. "Then we have to reach out to the capsuleer community.

"What I see, in my research, is a conspiracy of apathy towards true investigative science. When it comes to the study of wormhole space, the capsuleers are the only ones really achieving anything."

So this is about wormhole space and the Sleepers? The Deteis just nods this time. I leave him plenty of room to add to the answer, but he won't be drawn.

We move on to Eifyr & Co. - the Krusual-backed biotech company that invites just as much speculation and rumor as its Caldari counterpart. Tukoss' choice to leave one infamous workplace for another suggests that he still intends to continue research at the cutting edge.

"Eifyr has long held my respect," Tukoss admits. "Their approach to research is very different to ours. The best way I've heard it put to me is that they'll find answers first, and then start looking - very broadly - for problems they can fix with them. So they might say, for example: We think this material has many valuable properties, so we intend to research it. When they discover something new about it, they will then start thinking about what applications it could have, if any, and then return to discover anything else they can. It's a wholly different approach.

"It's kind of like that old stereotype about Minmatar ships being held together by duct tape. There's a kernel of truth to every stereotype, and here it would be that Minmatar scientists and engineers are very good at finding a hundred uses for the same thing. So for them, applied science is less important. They can often get more out of one discovery than we can get out of a dozen."

Effusive in his praise for his new hosts, it's hard not to notice the similarities between Tukoss' enthusiasm and that of Minmatar refugees beginning their new life in the Federation and Republic. He gives the impression of someone who has come home, a scientist who has been set free. When he talks about the past, it's mostly in the context of how much better he thinks the future can be.

Our time is running low, so before things end I decide to let him know what's coming with that capsuleer outreach idea of his. They are going to want to know more, I explain; about his research, about his old life in the State, and about the Sleepers. Is he ready to open those floodgates?

"I doubt anyone could be," he says. "I suspect though, that I will lean more on them than the other way around. As for the questions they'll ask, it's a difficult situation at times, yes. What do you say when a known Sansha loyalist asks about your research? If you turn him away, how do you know he won't just send someone less obvious to get the information? Trust in the capsuleer world is a dangerous thing, but also essential."

With that, Tukoss rises, extending his hand. "More work remains," he offers apologetically. On our way out, he stops me at the door, and takes his turn to ask a question, but this one is obviously rhetorical.

"Do you know what our problem is? We can measure success and failure, but we can never measure lost opportunity."

Tukoss offers a genuine smile as the door closes between us. I make my way back into the station lobby, past the throng of reporters, hecklers and well-wishers, and back on to one of the many shuttles that brought them here.

Although these reports remain unconfirmed, locator agents place Tukoss in Eram, Metropolis, at the Eifyr & Co. Biotech production plant. Both Tukoss and Eifyr & Co. representatives have refused invitations from Scope reporters to comment on the rising speculation.

On condition of anonymity, a civilian trader who works in the area reported seeing a large fleet of capsuleers escorting a freighter through Uemon, followed by a "heated exchange" over local comms between members of the capsuleer fleet and a member of Ishukone Watch.

This information corroborates another anonymous report, this time from a Republic customs official, who claimed to have scanned a freighter arriving in the system of Eram with almost 250 Caldari civilians aboard.

Ishukone has issued a press release which summarily refuses to discuss matters of internal corporate security, a policy the company has maintained throughout the last several dozen years.

Little is known about the research agenda of Hilen Tukoss, Program Director of the Otosela Neuropsychology Center. The nature of his work, as with much of Zainou's top research projects, remains a tightly guarded secret.

This month has again been dominated by the on-going war between the Drone Region Forces (DRF) and the Northern Coalition (NC). After rumours of an organised retreat by the NC from the regions of Geminate and Vale of the Silent with the intent of fortifying the Tribute region, all stations within the largely abandoned regions have fallen to the DRF. The changing hands of these regions has however not been without loss for the NC; the NC-aligned alliances which inhabited them previously have fallen in number by more than five thousand capsuleers.

The EVE Central Bank has noted that insurers have been feeling the increasing cost of this conflict, with over 25,000 capsuleer ships and structures being destroyed in that area during the month of May. CONCORD reports on these ship losses indicate that the DRF were behind the destruction of over half, with around 6,000 losses being caused by the NC. Large numbers of neutral entities have also been getting involved in the conflict, enjoying the opportunity to attack groups from either side of the war.

In the south of EVE, elements of the DRF have lost a substantial amount of territory to alliances taking advantage of their military presence being held up in the north of New Eden. Against ALL Authorities and RED.Overlord have led the takeover, capturing both the Omist and Tenerifis regions so far.

Speculation on capsuleer communication channels indicate that the DRF forces who have lost this territory have no significant plans to mount a defence, choosing to focus on the northern battlefront. This decision could largely be attributed to the much higher value of the newly conquered territory in the north, with that area being the home to most of the incredibly valuable and highly sort after Technetium-laden moons within known space.

June looks set to be the most active month so far in this war. The DRF seem set to begin attacking what has been nicknamed "Fortress Tribute", the capital region of the NC.

The northern war between the Drone Region Forces (DRF) and the Northern Coalition (NC) has continued heating up, with almost all conquerable stations within the Geminate region falling to the attacking DRF. This escalation has seen fighting push on into the Vale of the Silent region, where further stations have changed hands. There is significant speculation that the NC has arranged an organised withdrawal into the key region of Tribute, the home of the Morsus Mihi alliance.

Vale saw the highest number of ship losses this month compared with any other region, with CONCORD having records of 14,393 vessels being destroyed in capsuleer vs capsuleer combat. Geminate saw a further 10,951 losses. The information held by CONCORD regarding the losses in these regions suggest that the attacking forces have been involved in destroying a considerably higher number of ships than the defenders, with major alliances belonging to the DRF scoring 13,169 final blows compared to the NC's 6,277.

Despite the increasing scope of this conflict, CONCORD only has records of three titans and seven supercarriers being lost in the area compared to 20 titans and 30 supercarriers last month. It would appear that the massive scale of supercapital losses in previous months has discouraged the coalitions from continuing to deploy them in potentially volatile situations.

On-going fighting between the Drone Region Forces (DRF) and the Northern Coalition (NC) over control of the Geminate region saw the fiercest fighting of March, with 19,382 ships being destroyed as a result of conflict between capsuleers. Whilst less than the 25,425 of February this is several times the average seen in YC112 of only 8,002 ships destroyed per month as a result of such activity.

The 20th of the month saw a colossal battle take place within the O2O-2X system in which the defending DRF successfully fought off an assault from the NC. This resulted in the loss of eight NC titans and four on the side of the DRF, a loss of titans matched only by the Valentine's Day Massacre last month in nearby low security space.

Fountain has seen a significant amount of conflict between capsuleers with 12,624 ships destroyed there throughout the month. In excess of five thousand of these were being piloted by capsuleers flying under the banner of the region's primary sovereignty holder, Test Alliance Please Ignore (TEST).

Further south, the former IT Alliance territories of Delve and Querious are still in a state of significant instability. Atlas alliance had attempted to settle within Querious with the support of their allies Against All Authorities and Cascade Imminent. They held six stations there at peak but have since lost these to Pandemic Legion who appear to be the dominant force in the area.

February was an eventful month in the outer regions. The first two weeks saw what can only be described as a total collapse of the IT Alliance bloc. The alliance was seen to reduce and then altogether cease its attempts to fight back against the invading Deklein Coalition, resulting in the bulk of the Fountain region falling before the end of the 10^th, with the last station succumbing to attacking forces on the 15^th.

Although IT Alliance still holds many stations throughout Delve, it appears that alliance operations have ended. The major powers in the area now include the Pandemic Legion alliance, who have taken key stations systems such as NOL-M9 and now control of much of the high value moon resources in the area.

In Geminate and nearby low security areas of empire space, an attack was launched on the Northern Coalition (NC). This began with the seemingly intentional disbanding of the Rebellion Alliance on the 13^th, after which a coalition of alliances primarily from the northeast of New Eden launched an assault on the area. Thousands of ships have been destroyed in the past two weeks, with two stations in Geminate falling to the invaders.

The most notable battle of this conflict so far has been dubbed by capsuleers as the "Valentine's Day Massacre". This huge battle within the Uemon system on February 14^th saw the greatest observed loss of titan class vessels in the history of New Eden. An astounding twelve titans and seven supercarriers were reported as being destroyed in this single clash. The NC suffered the larger blow, losing ten of the titans and five of the supercarriers.
